College Emergency Management Plan (EMP)


The College Emergency Operations Team (CEOT) is in the final stages of completing this plan. The documents below are in draft form, and not all organizations have been established or assigned responsibilities, nor have all procedures been fully implemented.

The Herbert Wertheim College of Engineering (HWCOE) Comprehensive Emergency Management Plan (CEMP) is designed to enhance emergency preparedness through prevention, protection, mitigation, response, and recovery. This plan defines, authorizes, and establishes the College’s framework for coordinating activities within the College and the University during all phases of an emergency, utilizing an all-hazards approach. The HWCOE CEMP aligns with and is based on the templates provided by the University of Florida (UF) CEMP.

The primary goal of the HWCOE CEMP is to serve as the foundation for the College’s emergency preparedness and response efforts. Individual HWCOE units are encouraged to develop their own Emergency Management Plans (EMPs) using the HWCOE EMP Unit Template provided below. If a Unit-specific EMP is not required, units should instead complete the relevant procedures and checklists outlined in the HWCOE CEMP to ensure alignment and readiness.

Definitions


The following terms are used throughout the HWCOE CEMP and its appendixes and attachments:

Continuity of Operations (COOP): Maintaining or resuming department critical operations despite a disruption or emergency.

Comprehensive Emergency Management Plan (CEMP): The CEMP is intended to establish policies, procedures, and an organizational structure for the response to emergencies that are of sufficient magnitude to cause a significant disruption of the functioning of all or portions of the University.

Emergency Operations Center (EOC): The EOC serves as the centralized, well-supported location in which the Emergency Operations Team and the Executive Management Team may gather and assume their respective roles.

National Incident Management System (NIMS): NIMS is a modular emergency management system designed for all hazards and levels of emergency response. The system is used by the Department of Homeland Security and throughout the United States as the basis for emergency response management.
